Proposed changes to the UK operator licensing regime

The Department for Transport is consulting on changes to the UK operator licensing regime.

Members are invited to share views and contributions with the BVRLA policy team before 1 August. The consultation closes on 24 August 2021.  

As part of the trade agreement with the EU, the UK has agreed to extend operator licensing requirements from May 2022 onwards to include goods vehicles weighing more than 2.5 tonnes up to 3.5 tonnes (medium and large vans) that travel internationally (eg. Ireland) for hire and reward purposes.  

Vans used by couriers and delivery services will fall into the scope but light goods vehicles used domestically in the UK will not.
