In this blog, the BVRLA’s Compliance Team will take you through the updates to the current Rental and Commercial Vehicle (CV) Governance Programme.
The BVRLA works with Prestige Service Ltd (AA) on our Rental and CV Governance Programme. The AA is well known throughout the UK for its breakdown service. Their vehicle and service knowledge makes them a great choice for our rental operations and vehicle inspections.
As the industry evolves, 2024 presents unique challenges and trends that highlight the need for strong compliance. To stay ahead of these changes, and with the approval of the Rental Committee, the BVRLA has decided to enhance the current Rental and CV Governance Programmes. By strengthening our inspection regime, we aim to improve compliance and operational efficiency, adding further credibility to the programme.
Key Changes to the Governance Programme:
- Increased Inspection Frequency:
The enhanced regime includes more frequent inspections, with rigorous follow-ups to ensure any identified issues are resolved promptly. - Branch Network Inspections:
For members with branch networks, 25% of branches will be inspected annually. We will work with you to schedule these inspections, ensuring they align with your business needs. - Scheduled Inspections:
All members will continue to be inspected every 18 months. You will receive advance notice of your inspection and the AA will contact you directly to arrange a convenient time. This ensures a reliable record of inspections. - New Inspection App:
We have invested in the development and implementation of an inspection app, which will make the process more robust, efficient, and reliable. You’ll receive your action plans faster, improving the overall flow of inspections and feedback. - Dedicated Governance Resources:
To further improve the programme, we have allocated dedicated resources to manage and oversee the governance programme, ensuring smooth operations and continuous improvements. - More Inspectors Available:
We have partnered with our supplier to increase the number of inspectors, ensuring inspections are completed more quickly and efficiently, covering all members promptly. - Inspection Charges:
From 2025, an inspection charge will be applied. However, we are pleased to announce that we have successfully frozen the cost at the 2019 rate.
These enhancements not only increase operational efficiency for our members but also make it easier to demonstrate compliance. By maintaining a credible, self-regulated programme, we position ourselves to adapt effectively to future industry regulations.
Streamlining Processes and Supporting Members
The vehicle rental and leasing industry continues to face intense media and regulatory scrutiny. Our enhanced regime will streamline processes and provide greater oversight, allowing members to demonstrate their compliance and trustworthiness while meeting evolving regulatory requirements.
After each inspection, you will receive a full report that outlines the areas reviewed and any necessary improvements. An Action Plan will be created to ensure all points are addressed, supported by relevant guides or fact sheets where needed.

The new regime has already been adopted by major rental members with branches, and we’ve received positive feedback regarding its effectiveness.
