Local Authority enforcement of PCNs during lockdown

The BVRLA has liaised with government departments, London Councils, and the British Parking Association to ensure that delays in the post during lockdown are considered when issuing PCNs.

Members have expressed concern that they are seeing the number of Penalty Charge Notices (PCNs) being received increasing due to postal delays as further fines are being issued despite them already being dealt with. 

The organisations have all confirmed that they have communicated to local authorities and councils that a pragmatic approach should be taken to allow for delays in representations or cheques being received.  

Transport for London has also asked the association to remind members that they accept electronic representations or electronic payments, though it is appreciated these are time consuming for multiple payments/representations.
