From 29 May 2025, changes to Permitted Development Rights (PDR) in England will make it easier for households and businesses to install off-street EV charging infrastructure without needing to submit a planning application.
The updates offer more flexibility for installing both charge points and the equipment needed to support them. Key amendments include:
- Removal of the 2-metre rule: The restriction preventing EV outlets or upstands from being installed within 2 metres of a highway has been lifted.
- Increased height allowance: Off-street upstands can now be up to 2.7 metres high where not within the curtilage of a home or block of flats.
- New provisions for equipment housing: Businesses can install one unit of equipment housing at ground level in a non-domestic off-street parking area, provided it:
- Is no larger than 29 cubic metres and no taller than 3 metres
- Is not placed within 5 metres of a highway or 10 metres of a home or block of flats
- Is not located on scheduled monuments or near listed buildings.
These changes apply to England only. The Department for Transport will officially publicise these changes on 29 May.
