DVLA - Update from Fleet User Group, February 2022

A round up of the latest news from DVLA (February 2022)

The BVRLA attendes a quarterly session with the DVLA to hear all the news on the changes and improvements planned to bulk services to support fleets. The February 2022 meeting included the following:

  • Bulk Relicencing System Expansion (BERT)  - The DVLA's bulk relicencing system (known as BERT) will be expanding this summer to include electric vehicles and cars/vans over 3 years old. The BVRLA has been pushing for this change for a number of years as having multiple processes for relicencing is less than ideal. Those who use the BERT system directly or through a 3rd party will be advised directly when the change is going live.
  • V11 Tax Reminder Supression - Members are now able to ask the DVLA to stop sending them reminders to tax vehicles. The V11 is currently received for electric vehicles and vehicles over 3 years old that can't be taxed through the BERT system. However, many members have their own or 3rd part system to remind them to tax vehicles and simply bin the V11 reminders. If you would no longer like to recieve V11 tax reminders please email the DVLA fleets helpdesk, [email protected], and advise them you would like to suppress your V11s.
  • V11 Bulk Provision - From the summer if you do still wish to receive your V11s the DVLA will be able to provide one V11 for all your vehicles due to be taxed in that month. Further details will be available shortly.
  • V62 Fast Track Process - The V62 process allows you to get a copy of the V5 when one isn't available usually due to the fact the vehicle has been repossessed. This isn't available for simply getting a duplicate V5.  The service works as follows:
    • Instead of having to post the V62 it can now be scanned and emailed to a dedicated team at DVLA improving the turnaround time for getting a V5.
    • A pre-funded account is needed to use the service.

  • Fleet scheme - The DVLA will over the next few months be conducting a review of its fleet scheme, this will include looking at: contracts, bulk processes and how vehicles are registered. Further information will be available once the review commences.
  • Bulk changes - Where members are making bulk changes to registration documents, e.g. change of name it is imperative that housekeeping is conducted on the V5s first. The DVLA only want to be sent V5s that need changing so files that are sent should be checked and verified first.  If there are errors on files then these will be rejected and the work will need to be rescheduled.
  • Errors - The DVLA have noticed an increase in vehicles not being registered with the correct fleet code or vehicles being disposed of in error. Members may wish to raise this with their dealer networks or 3rd party suppliers who notify of disposal to remind them of the importance of accuracy.
  • VED Cheque Refunds - The DVLA is expecting to receive Board approval imminently for work to commence on a new process for vehicle disposal including how refunds are issued for road tax. More information will follow shortly.
