The Department for Transport (DfT) has launched guidance for those who use minibuses on a non-commercial basis.
The proposal suggests that Section 19 and 22 permits, issued to those who operate on a non-commercial basis, may only be granted to organisations who meet the following set criteria:
- are engaged in road passenger transport services exclusively for non-commercial purposes
- have a main occupation other than that of road passenger transport operator
- are engaged exclusively in national transport operations having only a minor impact on the transport market because of the short distances involved
DfT will also be updating guidance to include examples that better illustrate the different cases where exemptions and permits may be granted.
The consultation closes on 4 May 2018.
