Proposed measures to address lorry driver shortages

The Government is proposing changes to the current requirements to obtain a vocational driving licence, for category C and D tests and all derivatives, as part of a wider set of measures being introduced to address lorry driver shortages.

The consultation, which close on 7 September 2021, is also seeking views on changes to HGV and minibus, bus and coach driving tests, and allowing car drivers to tow trailers without taking another test. 

The Driver & Vehicle Standards Agency (DVSA) needs the support of operators to help get new drivers get up and running as quickly as possible and believes that the driver training and testing industry has a crucial role to play.  

The DVSA is continuing to explore other measures to support increasing the availability of vocational tests such as recruiting additional vocational examiners and making changes to the online booking service and will update on these measures as soon as it can.
