Greater regulation for private parking

The new Parking (Code of Practice) Act 2019, which received Royal Assent on 15 March, brings in greater regulation of the private parking industry and bogus parking fines.

The BVRLA supported the passage of the Bill through parliament and is hopeful that a new single Code of Practice will ensure that rental or leasing companies are able to transfer Penalty Charge Notices in a seamless manner. Drivers will also be able to challenge unfair fines through a new independent appeals service.

The next steps are for the Ministry of Housing, Communities and Local Government to develop and implement the Code of Practice, which they will be doing through a stakeholder group. The BVRLA will be engaging with the department to ensure it is involved.
