Direct Vision Standard Penalties – Clarity received on transfer of liability

BVRLA has sought clarity from Transport for London (TfL) regarding the evidence requirements for members who may wish to transfer liability of penalties for the direct vision standard in London.

The Direct Vision Standard (DVS) and safety permit for heavy goods vehicles require operators of lorries over 12 tonnes (GVW) to obtain a safety permit before entering and operating in most of Greater London. Otherwise, you may receive a Penalty Charge Notice (PCN). 

To transfer a penalty charge notice to your customer, you will need to provide TfL with a vehicle lease/rental agreement or schedule which includes:  

  • Customer name and address  

  • Vehicle details 

  • Vehicle on and off hire dates (if applicable) 

  • Operator licence number
