New Leasing Broker Outlook report: On the up

The leasing broker sector is seeing confidence return as EVs drive growth in the car market. That is according to the BVRLA’s latest sector report, reshaped and relaunched at the Leasing Broker Outlook.

Building on the success of the Leasing Outlook series, the new report helps leasing broker members plan for the future and better understand the dynamics shaping the broker market. It reflects the BVRLA’s commitment to improving its service offering and delivering even greater value to members.

The report adds insight and context to the numbers, combining data with expert commentary from across the industry. It includes thought leadership and perspectives from brokers and funders, providing a rounded view of the opportunities and challenges ahead for the sector.

Highlights from the October 2025 Outlook include:

  • Confidence returns to the broker car market: New car sales are approaching 2 million registrations, with fierce competition from both established and new manufacturers reinforcing brokers as a key channel. Some insiders suggest the market could be 20–25% larger than official figures indicate, based on how the sector is evolving.
  • EVs drive growth: Electric vehicle demand is strong, with new models often priced on par with second-hand cars. This is attracting both private and business customers, strengthening brokers’ role in fleet decarbonisation.
  • Price over powertrain: In the personal contract hire market, customers are driven mainly by price, not powertrain. Affordable EV models and the Electric Car Grant are boosting uptake, while maintenance packages are increasingly popular to spread costs and build loyalty.
  • LCV sector under pressure: Light commercial vehicle sales are over 10% down year-on-year as economic uncertainty and contract extensions delay replacements. Prices remain up to 40% higher than pre-Covid, and EV adoption among SMEs remains low.
  • Second-life EVs emerging: Brokers and funders are exploring second-life EV opportunities, but challenges around pricing and processes are limiting widespread adoption for now.
  • Salary sacrifice success: Salary sacrifice schemes are thriving, especially among smaller firms.
  • Regulation shift: Regulatory change, notably the Supreme Court ruling on motor finance commission disclosure, is reshaping broker operations and may lead to further industry consolidation.
