The Government has formally launched its long-awaited review of the Zero Emission Vehicle (ZEV) Mandate.
The consultation launched on Friday 14 August and is running until 23 October. It is wide in scope and looking for evidence on the core trajectory of the ZEV Mandate and the 2030 targets. There is a broad range of options on the table for this, from no change to significant reductions (from 80% to 50% for cars and 70% to 40% for vans).
The 2035 phase out date is unchanged and not part of the consultation – the focus is the trajectory to get there and the additional flexibilities that might be required.
In addition, the Government is looking to understand further the role PHEVs will play in the transition and what demand measures are needed to make the shift to ZEVs in 2035 feasible.
The BVRLA will play an active role throughout the review, ensuring that members' experiences and priorities are reflected in our response. The association is keen to hear from businesses across the vehicle rental, leasing and fleet sectors to help identify the key issues that Government needs to address.

"This review must be grounded in the realities of the market and the experience of those already delivering the transition at scale. BVRLA members have already invested more than £36 billion in 750,000 electric vehicles and have been the driving force behind the UK's shift to electric mobility. We will engage fully with this consultation, representing members from across the sector and ensuring Government understands where policy is working, where greater support is needed, and how we can keep the transition moving with confidence."
Members are encouraged to share their views and evidence to inform the BVRLA's response. The association welcomes all input and requests that you complete a short online form so it can track all responses.
A member-only webinar will also be hosted on Wednesday 2 September, where a representative from OZEV will join BVRLA colleagues to explain the scope of the review and where input is being sought.
