The Government has published the Future of Transport Regulatory Review (FoTRR) consultation.
The review consists of a series of consultations that aim to address areas of transport regulation that are outdated, a barrier to innovation, or not designed with new technologies and business models in mind.
There are three consultations that are of interest to the BVRLA:
Zero Emission Vehicles
This covers four main areas and is asking for views on whether the Government should introduce:
- a statutory obligation to plan for and provide charging infrastructure
- requirements to install chargepoints in non-residential car parks
- new powers to support the delivery of the Rapid Charging Fund
- requirements to improve the experience for electric vehicle consumers
Modernising Vehicle Standards
This asks for views on whether the Government should:
- provide a modern framework for tomorrow’s vehicles – regulating safety, security and environmental performance
- establish a flexible, proportionate, and responsive approach to regulating safety, security and environmental performance of vehicles
- tackle tampering
- improve compliance, safety and security.
Regulatory Sandboxes (definition of a regulatory sandbox)
This poses questions to:
- identify the major challenges and opportunities of a surface transport sandbox
- define the objectives when using a sandbox
- determine roles and responsibilities within the sandbox
- identify the types of technologies and deployments that a sandbox should support
- decide what legislative support and flexibility might be needed.
